Could we have more details to make a judgement? The police told this photographer why they were arresting him and holding him in a police van. What did he tell you? What did he do to offend the police or attract their attention when the Tamil protest was swarming with other photographers?
It is a misadventure by police officials. This act is the suppression of press freedom. Manhandling the photographer is a inhuman thing and police course need to teach the police officers on how to deal with press.
